Both actually, a Contributed Patch so that people have a place to go to find it (and comment on it) and a Feature Request (or Bug sometimes) so that it can be tracked as an issue to address in a future version of Sakai. Once you've created one, you can use the Clone operation to easily make the other, as I've done here.

Out of curiosity, should this be classified as a contributed patch rather than a feature request?

Displaying a mean value for survey questions in examination statistics is very helpful for understanding the results. I created a patch that computes the mean value for MCSC values, weighting the first response as 1, the second as 2, etc, and it is then stored in the bean. I modified the jsp page to output the mean value below the number of responses for questions of type "3" (multiple choice surveys).
I have tested this patch on sakai_2-1-1 and sakai_2-1-1_001.
