The image from the hot spot questions is public by default

Description

The image from the hot spot questions is public for default. The instructor does not know that.

When an instructor uploads an image in all other cases (11 question types), the image is only visible by the site users by default. The image from the hot spot questions should also have the same behaviour.

Yeah the code for image map was completed something like 3 years ago before most of the issues related to question pools were improved. One of the requirements for that was it would work across sites when re-used in a pool. A fix could be made but I'm not sure if the location for saving the images should be changed.

Also the "math equation editor" is expected to be removed in 12, since MathJax can just be used inline now. So that won't be an issue anymore. So either they'd have to work similarly to attachments or images uploaded to CKEditor. The problem with attachments (anywhere in Sakai) is they aren't easily re-used or accessed by the instructor after uploading.

All kind of Samigo images (uploaded by CK editor, math expressions or attachments) are only visibles by the site users by default so they are broken in question pools or in the assessments (when transfer them to other site).

We believe that set public access to an image by default is not a recommended fix.

A fix could be to set site access to the image and develop a behaviour like SAM-2594/2595/2596 to take into account when the questions are transferred from the pools to the assessments.

Yeah, this was how this was originally designed, to put the images into a hidden folder that's publicly accessible content otherwise they'd be broken in question pools. Possibly the fix for would allow for the permissions on this folder to be changed if the question pool case wouldn't be broken. But hot spot put it's images into a similar place as CKEditor gets it's images from.
