FCK attachment cannot be access after site import

Description

The URL of FCK attachment contains site id. After site import, the old site id should be changed to the new one. Otherwise, it is not accessible by users who belong to the new site but not belong to the old site.

Steps to reproduce:
1. In site A, create an assessment with some FCK attachments.
2. import Tests & Quizzes to site B.
3. In site B, add a participant and make sure he is a participant in site A.

When the participant view the assessment, he won't be able to see the attachment.

The workaround for now is updating the content resource URL directly.
