Exception for User drop-down - change default text to Select User

Description

Add a new exception has 2 drop-downs,

1) Exception for User with the default text "Select User/Group"

2) Exception for Group with the default text "Select Group"

Since the Exception for User only lists individual students, the default text should be "Select User"

If needed, a note could be added above or beside the drop-downs, indicating a user, a group, or a combination of user/group can be selected.
