Auto-submit, only 1 submission allowed, excepted student kicked out of quiz before site due time arrives

Description

Created auto-submit quiz, only 1 submission allowed, site due date = now + 5 minutes, late allowed = no; exception due date = now + 10 minutes, late allowed = no.

Problems:
1) Excepted student received the "Late Submissions not allowed" before the site due time and before the auto-submit ran
2) The quiz was not auto-submitted for the non-excepted student -
3) The quiz kicked the excepted student out before the site due time arrived when she should have had 5 more minutes

Retested this 12/6 since there were several Samigo Jiras resolved. Now the excepted student doesn't even get to stay in the quiz until the site due time.

Did not find anything in the logs at the time the student was kicked out of the quiz, Did not run auto-submit until 8:33. Attaching everything I found in the logs between 8 and 8:30 regarding Samigo.

took care of the excepted student being kicked out of the quiz when the autosubmit job ran for the site due/late date/time.

There is an issue with excepted students not being able to take back-to-back quizzes unless they refresh their browsers:

I think fixed this issue. I tested for both due/no late and due/late and exceptions. I ran the auto-submit job after each due/late time.
