'done' button in preview assessment page doesn't work unless the honour pledge is agreed

Description

1. Login as instructor.
2. Create an assessment.
3. Check if the assessment is added in the 'tests & quizzes' page.
4. Select "settings" from "Select Actions" drop down box beside the assessment.
5. In "About this Assessment" tab check 'Require students to agree to honor pledge before beginning assessment' option & save.
6. Go to "preview" from "Select Actions" drop down box beside the assessment.
7. Click the 'done' button - nothing happens.
8. Now, Check the honor pledge.
9. Click the 'done' button again - here it works.

Tested again in 12 and was able to reproduce the behavior.

This appears to mimic the behavior when the test/quiz is actually being taken.  The question becomes, is this too much of a preview of what the test/quiz will be like?
