@Matthew Jones, could you be more specific about where the character limit is not working? Could you provide a test plan? And does this affect 19 or 20?

Needs testing in 12 to see if it's still an issue.
Silent failure and removal of the question text is terrible - it should display an error and block save with content still in the question, answer, and feedback fields if the limit needs to be enforced.

As commented on in SAM-1200, a lot of the fields were increased but still question level (correct/incorrect) is giving an error if you go over 10000 characters. Need to capture the stack trace and get more information to see what is missing.
"Failed when trying with question level feedback correct/incorrect. Saving removes the question itself as well as the correct/incorrect feedback and throws a stack trace."
