Survey Matrix Question Comment Field text box Character Count includes "200 character limit"

Description

After clicking 'Add Comment Field' box, Field Label text box is shown with '200 character limit' text already in the box. Character count is displayed as 181. This setup is inconsistent with the way text boxes using character counts are shown in other parts of the site.

To Reproduce:

  1. As instructor, create an assessment

  2. Insert a Survey-Matrix of Choices question

  3. Check the 'Add Comment Field' box

Updated affects versions. The character count info only displays when the instructor is creating or editing the question, not when the comment box is actually being used by the student, nor does the character count display when the instructor is "grading" and the student added a comment.

Also, the character count in the instructor's edit view displays as 181, so that's backwards anyway. The character count is actually 19 for the default text.

See  - I was able to post 260+ characters without errors, so the message is incorrect.

The problem still exist in 20, 19, and 12.

Here are two possible options that could be used to fix this issue:

  1. remove the text ("200 character limit") from the textbox

  2. use the "placeholder" HTML attribute for the textbox, which won't count in the character count
