Add button in "Add Attachments" in Tests & Quizzes does not function properly

Description:
1.Login as an instructor
2. In Tests & Quizzes, create an assessment.
3. Select a question type and add a question
4. Click on the Add Attachments button and then copy and paste a URL in the text box provided for the URL
5. We see that the add button is not enabled

Problem:
1. When a URL is pasted in the text box the add button is not enabled,but when we click any where outside the text box the link is automatically added.
2.When we type a URL the add button is enabled but when we even click outside of the text box the link is attached automatically

In MacBook Pro, we don't see Problem 1 but the URL is automatically added when we click outside the text box.

Updated affects version after testing in 13 Experimental Nightly.

Issue seen in Assignments too. While choosing 'or select files from worksite or space' to add attachments and pasting a URL.
Problem 1 is also seen on a mac
