Accessibility issue for Matching questions

Description

Accessibility issue from
http://confluence.sakaiproject.org/display/2ACC/Sakai+2.8+Samigo+Firefox+Accessibility+Toolbars+Protocol+Results?

When a screen-reader user is working with the select elements in the matching question, they cannot easily look back up at the values listed (the lettered values). They will be forced to remember what A, B, C, D, ... stood for while they are matching the numbered values to them. This puts them at a great disadvantage and will generate lots of stress and frustration.

Suggestions:
Include the full text of the values contained in the lettered values in the options of the select menus.

We are no longer supporting 2.8, but does this issue still pertain today?

This implements the recommendation. For practicality, it limits to 40 characters. I add a caution to faculty to make sure the first 40 characters is enough to remind readers which choice is which.

It reverses the columns, because you probably want to hear the questions before the possible answers.

The result is equivalent to Moodle, which seems to be the only CMS that deals with this.

Note that in a SELECT option, markup is ignored. Hence since obvious alternatives don't work. However I'd be happy to hear about better approaches.
