The content of the Sakai Help files is being updated for version 12.0 and will need to be merged into the release once completed. 

NOTE: Currently the html export out of Screensteps (our help content authoring tool) does not conform to the format needed for Sakai. The export needs to be modified before any of the updated help content can be included in Sakai. There is a command line exported developed by Screensteps which is available here https://github.com/trevordevore/screensteps-cl-exporter  However, this exporter needs to be customized for Sakai so that the html generated is in the correct format.
