When new messages are received in portal chat, they aren't visible by default

Description

When using portal chat, if you get a lot of messages a scrollbar appears, however the newest messages are on the bottom and you actually have to scroll to get to them (they aren't focused) this requires constant scrolling to keep up with the latest chat.

It seems like either the chat should be reverse sorted (with the newest messages always at the top) or the scrollbar should focus to the bottom so the newest messages are always visible. I tested this behavior from 11-13.

If the scrollbar is always pushing the view to the bottom, the user might get frustrated that they can't read or catch up on the conversation from above. So, I'm torn about how to fix this properly.

Might need to add a toggle to lock to bottom that could be enabled when you want to keep following the latest, but could see previous messages too.
