Allow admins and instructors to have an interface so that they set tools that can be available to logged in but not to public

Moving DAC project issues into SAK project (colloquially known as "squashing").

Mapping old release versions to current release versions is being handled as follows:
All old version numbers: 1.0, 2.0, 2.1, 3.0, 3.1, 4.0 are being mapped to 2.9.4 [Tentative] (because that is the oldest version in the SAK project which is not archived wrt Jira).

Otherwise will map as close as I am able to the actual version number (12.0 -> 12.0, 11 -> some version of 11, etc.)
