Add more granular exceptions in GradebookService when grade is not valid

From GIT2-1379

We need to add more exceptions to the GbService so that it is clear what the actual problem was when saving a grade that was invalid.

"There's no quick way to split up the errors in the current service code without refactoring how isGradeValid interacts with identifyStudentsWithInvalidGrades and saveGradesAndComments.

This could have impacts on anything using the gradebook service.

This issue was imported from github issues. The use of Github issues as a bug tracker was an experiment with the GradebookNG (now just called Gradebook) tool development, released with Sakai 11. The information here may not be 100% accurate, please update or comment if any of the fields need updating.
