Make it possible to place existing External Tools in CKEditor

Description

In -SAK-32656- we added the ability to make a call to an external Content Item provider to place an LTI Content link in the CKEditor.   We would like to also be able to add a link to an existing "Plug In Tool" in these same places - similar to the functionality in Lessons / Add External Tools.

Does this functionality still exist in 20+, or was it purposefully removed so that the editor only selects from available ContentItem tools?
