From Adam (thanks). When you add an LTI tool, using checkboxes you can indicate if it handles LTI Launches, ContentItem launches or both. Many tools (in the future) will be ContentItem only tools (like a Tsugi App Store) - these tools don't support LTI Launches and sho should not show up under Site Info.
This has not been much of a problem since up to now, the only tools folks used were LTI Launch tools - but in Sakai-12 this needs fixing.
I followed the instructions in the SAK-32671-test.rtf attachment and was able to see both the "No Checks" and "All Checks" Tools (but not the "Some Checks" Tool) in both the "Home / Worksite Setup / New" and the "Mercury / Site Info / Manage Tools" Plugin Tools.

I just added a simple plan that will reproduce the problem and once the fix is applied will verify the fix.

This is mildly related to since that new feature will cause more non-launch LTI tools to be written and installed
