signup tool not responsive

many of the signup pages are not usable on a mobile. Example attached

Tested the issue on https://trunk-mysql.nightly.sakaiproject.org/portal/, the issue is fixed

Fixed in my pull request.

Now pages with a not responsive design are using bootstrap rows/columns:

As this Jira requires more amount of work and probably it's out of scope than just "fix bugs", we'll see what is the remaining budget after resolving the most imporant morpheus fixes and check if it's doable.
