Verified on 11.x by and . tested on an iPad pro simulation and tested on iPad 4 mini.
Both behaviors seem reasonable.
iPad Pro behaves like a desktop in both views.
iPad 4 Mini on landscape is like a desktop and on portrait behaves like a small screen phone.

Neal, the screenshot you attached is from 11.3 which doesnt have the patch applied. Thus
is showing the menu in its broken state.

Regarding Neal's comments I did think an orientation change was out of scope for this Jira but can do some more work on this Jira to cover this.
Kyle - I did this work in January against 11.x, it was before the NYU update to the UI. I think I did test the change using both the icons above the tool text on the left hand side menu as well as testing it with the icons to the left of the tool text. Unfortunately this Jira was before I starting keeping and add a lot of screenshots to the jiras that have a UI change. I can checkout this fix and check that it looks ok for icons above and to the left of the text for the 11.x branch.

having said "having said that" - i think Neal's screen shot may show what things looked like before this fix was applied. maybe this fix only works if you also have the long thin buttons
If you minimise the left hand side menu, then switch to mobile view, then click tools menu, the buttons are still minimised. they shouldnt be.
