I'd actually lower this even to minor. It looks fine with up to almost 10 links on my device. I guess it would be resolution dependent but I don't know how many links people are actually putting up here. I guess a scroll would be nice but I feel like these "popups" on the mobile view need to almost all be redone.

Jira Triage group - since this is off by default, lowering priority to Major.
When on a mobile sized screen (especially in landscape format) swiping doesn't work properly. One cannot see the quick links lower down in the list.
