Tool title text appears on top of pop-ups on a mobile sized screen

Description

The tool title text (e.g. Message of the day or Site information display) appear on top of the preferences tool pop-up or the quick links pop-up when viewed on a mobile phone. See attached images.

Verified the issue on 11.x Maintenance Branch on MySql(https://qa11-mysql.nightly.sakaiproject.org/), it works fine

Lowering the z-index on .Mrphs-toolTitleNav__title fixes the tooltip overlap on 11.1 .
