Provide alternative text for images - Syllabus actions

Description

The Sakai Project or Component this issue was associated with is: SyllabusThe image next to the "Expand All" (or "Collapse All" depending on the state) control to either expand or collapse all of the tabs on the syllabus page does not provide an alternative text attribute. As such, screen reader users will have no way of discerning the image's purpose.

Developers must provide alternative attributes for all images in order to ensure that screen reader users are able to discern the purpose of the image. As this image is purely decorative the element can be assigned a null alt value as shown below:

I've tested in Sakai - 11.3-RC01 2017/02/10 in https://qa1-us.nightly.sakaiproject.org/portal It's fine.

Identified Expand All/Collapse All icons as decorative ones so added null alt text for those.
Also take care of other action icons in this page and added relative alt text to each; internationalized.
