Provide alternative text for images - Profile picture

Description

The profile picture for the currently signed in profile does not provide an alternative text attribute. As such, screen reader users have no way of discerning the purpose of the image.

Developers must provide alternative text for all images implemented in the environment. I believe this is for the My Pictures page where you have your image gallery for all your uploaded images. Working on this one. Also probably need to add null alt text for max size file upload decorative icon (cross.png) to avoid distraction for screen users.
