Issues with CKEditor in Syllabus.

Description

When we add a new item, Ckeditor pops up and this has few issues.
1. Click on link icon, paste a URL into the text field provided . It doesn't work

2. Click on Image icon , all the text fields are freezed.

3. Click on table icon, all the text fields are freezed.(This table issue already has a JIRA - https://jira.sakaiproject.org/browse/SAK-31419 ).

Verified the issue on 11.x Maintenance Branch on MySql(https://qa11-mysql.nightly.sakaiproject.org/), it works fine

Tested the issue on https://trunk-mysql.nightly.sakaiproject.org/portal (Trunk (master) on MySql), works fine

I'm seeing this as an issue with jquery-ui. Upgrading to 1.11.4 doesn't fix it it still seems like there's more to it. However adding the code on this ticket
