Initial styling of the Sakai footer for Sakai 11

Description

The footer needs to be styled before we release.

In this patch, I have added a background colour to the footer, centred everything, and spaced the footer contents out. Please see the attached screenshots for the before shot and after shots.

It's not my favourite design, but it is a start for 11. (Better than no styling.)

I plan to come back a revise the footer later for 11.x, but I will submit that as a later design.

There is a small changed to the default.sakai.properties.

Please don't space things out like this. The footer is already far too obtrusive as it stands. In the proposed new design it takes up 1/3 of the screen, and it's really nothing anyone cares about. Ideally it should be like the footer on every other site, which is generally no more than 1 or 2 lines. Things can go next to each other rather than stacking.

This is not a blocker we can get this in to 11.1.

I feel that this is a low-risk inclusion for Sakai 11.0.

Configure
