Ok, so if the resources tool isn't present in the site then we don't show a resources folder for that site. However the starting folder for elfinder is set to be the resources folder which forces it to appear.

This looks like an elFinder regression. In Sakai 10, if you went to the file picker, it wouldn't let you upload to a site that didn't have Resources add. In Sakai 11 it does let you add content.

So really it should probably behave like 10 and not allow you to upload if Resources tool isn't added. Moved because this isn't an issue with lessons.

Yes, I just added Resources to the new site and the upload button is available. It's on the site I used before making the jira also, but I don't remember if I added it before or after.

The only way I can duplicate this is by creating a site with Lessons but not Resources. In that case the first attempt to browse server doesn't show the upload button. If I add both Resource and Lessons when creating the site, the first attempt to browse server works.

I conjecture that creating the Resources tool does some setup in Resources.

Is this what happened to you? If so, it doesn't sound like an issue for lessons. The same thing happens if I create a site with just the Assignment tool, click "add", and try to add an image in the CKeditor.
