Drop-down menu in Grade Report In Assignments does not work

Description

1. Login as an instructor, click on Assignments and then click on Grade Report
2. Click on the Drop-down menu to Select a Group/Entire Site
3. Even after we have selected a group from the drop down menu, its displays "Entire Site " in the drop down menu

As of today, can confirm the issue continues to impact Sakai 11.x maintenance branch.  Is fixed in Trunk.

Appears to be related or duplicate of this ticket. Looks like a fix is available in Sakai 12. See https://jira.sakaiproject.org/browse/SAK-32502
