Problem in opening an assessment from elFinder

Description

1. Login as Instructor, Select one of course test site, click on Tests and Quizzes.
2. Enter a title in 'Assessment title' -> Click on 'Create'
3. Enter some questions and click on 'Publish'
4. From CKeditor, click on Link icon -> Link page will pop up -> Click Browse Server
5. Click on the 'Tests and Quizzes' -> Select the published Assessment
6. Click on 'Open'

I applied your patch but I had to revert it because the elFinder becomes unusable with samigo. When you try to select any samigo assessment the elfinder stops and after that you can't change and click any other option. If you think this is still needed please file another jira to remove the buttons and send another PR.

I still think that some buttons should be disabled here. At least the copy/cut/paste. And it has no sense to download anything neither.

If open works now because the changes we did in the other jiras, that's fine, but cut and paste shows an error and they should be disabled. It has no sense with this kind of "resources"

This seems to be working without the PR applied. Also the applied PR break samigo in elFinder.

Sorry i tested this before the nightly server was restarted, it needs to be tested again!

I was able to open an assessment from the EL finder sucessfully.
