Students can't open Assignment link in Announcements in FireFox

Description

After an assignment was created, I could see it listed in Announcements when viewing as a student, and it seemed to have a link. However, when I clicked on it, nothing happened. I tried the same process in Chrome, and I was able to click through and access the assignment.

How to test:
#As Instructor, create an assignment in a course and have it show in Announcements.
#As a Student enrolled in that same course, using FireFox, go to Announcements and look for the assignment.
#Click on the link to the assignment.
#If nothing happens, you're looking at the same bug as me.

I have a fix, but I want to check with csev to see if he sees any issues with it. It's another side effect of having /portal/site/.../tool/... dispatch directly to the tool.

OK, i see how it works in 10. Should be possible to make it work in 11 now. A job for tomorrow.

Right. I put it back, but it still doesn't work. There's an issue with portal that I'm tracking down. Putting the JS back is easy, though I'd be curious why it wa removed. Making it work after the JS is back is hard. Part of the problem is that I can prove that it couldn't possibly work in 10, but it does.
