the online editor doesn't show

yes Neal, it is a internationalization issue. In the file "sakai11\reference\library\src\webapp\editor\ckextraplugins\autosave\lang\zh-cn.js". in the line 5, _ "CKEDITOR.plugins.setLang('autosave', 'zh', { " _ . the "zh" should be "zh-cn".

Is this right?

1) Log in as admin
2) Go to Worksite setup
3) click New
4) choose Project site and Continue

Project Site information screen has a problem with the Description field? It does work in English, so if this is a problem, could be an internationalization issue.
