Setting Start/End dates and clicking Check creates date with am/pm shown instead of AM/PM.

Adding another Syllabus Item or refreshing the page updates to AM/PM

To Reproduce:

1. In Syllabus tool, click Add Item

2. Enter title, click Add and Publish.

3. Click to add start date, click Check

4. Note am/pm is shown lowercase

5. Click Add Item again

6. Enter title, click Add and Publish

7. Note AM/PM is now shown for first item
