screen width does not adjust properly for desktop

Description

When viewed on desktop computer, the table width does not adjust properly.

To replicate:

  1. Go to Delegated Access

  2. Search for a user

  3. Select the Edit link to manage the user's permissions

Verified the issue on 11.x Maintenance Branch on MySql(https://qa11-mysql.nightly.sakaiproject.org/), it works fine

Tested the issue on https://trunk-mysql.nightly.sakaiproject.org (Trunk (master) on MySql), works fine.

I looked at this and can't figure out anything we can easily do without replacing this component in DAC-81. The table runs javascript to auto-resize itself. And it's not working well anymore.

Edit: I have a few slight tweaks to make this table look a little better, but it still does this "auto-resizing action" so it's not going to work perfect.

This fix might be incorporated with the Wicket upgrade (when that is done).

Firefox and Chrome looked the same (screenshot.png), the word Advanced is still cut off and there are scroll bars for the table and column headers.
