Portal Chat colour contrast is too low, it should have a 4.5:1 colour contrast ratio for that size.

Background color: #2a94c0
Contrast Ratio: 3.4:1 fail

*I propose: *
Foreground color: #ffffff
Background color: #777 (from top of page)
Contrast Ratio: 4.5:1 success
