Syllabus end date not restricting access of item

Description

If an instructor sets an end date on a published syllabus item, the item will remain active and available to students after the end date has passed.

Maybe this is working as designed? Since Syllabus is supposed to give students a roadmap of the course, one would not want to restrict that? Discussion from Jira triage is that this may be working as designed. I added the TL label for Teaching and Learning possibly to review.

Can not test on Sakai 11 due to not being able to save a end date for a syllabus item. The checkmark and x only appears when entering a start date. Same behavior on trunk.
