This is probably a 50/50 call. Personally, I don't have a problem with the options being absent when there is no gradebook. I think there is more opportunity for confusion (and some technical difficulty) if there is no gradebook and we try to send things to it.

If anything, I'd suggest we add a small message that says "if you would like to enter scores into the gradebook, you must add a gradebook to the site" or some such.

Sorry I missed this comment for so long. I think this is ready to close. Because there is localization of such a message to consider for a release, I think a separate issue scheduled for a full-cycle maintenance release is appropriate, if that is desired.

Should the option exist with NO gradebook present? I contend that it should; it should allow the flexibility of workflow to design tests first or set up your gradebook first.
Did you test with GB2?

Maybe this has something to do with the QTI quiz or other settings, but I am seeing this working properly on master and 11.x. When adding GNG, the option to send to gradebook is available. After removing, it is no longer present. When adding Gradebook in, the option is available again.

As far as I can tell, this is working as expected. The layout is a little different (buggy, with checkboxes/labels on different rows) now, but the option is present.

I think this is ready to close unless I'm missing some key element.
