Site archive (zip) improvement doesn't work with manual site id exports

Description

The description for https://sakaiproject.atlassian.net/browse/SAK-25867#icft=SAK-25867 says that it can work by entering a site id or with batch export. However it appears as if the "Download Archive" area is only populated currently if you create using the batch export.

It looks like doArchive only calls archiveService.archive where archiveSites calls archiveService.archiveAndZip. Possibly just an older step that was missing?
