Verified in https://trunk-mysql.nightly.sakaiproject.org. Works as expected.

I can reproduce this problem, but the first time through I was not able to. The first time I tried, I first graded all the students, then allowed resubmission and tried re-grading, and it seemed to stay the correct date. But I was able to reproduce by only grading one student, at least initially. Tested on Marist QA server.

1- Add a new Assignment.
2- Grade Student's submissions.
3- Look the date of "Select User(s) and Allow Resubmission", it's ok.
4- Grade some student and make a change in his grade. That is enough, now click on "Return to List".
5- Now, take a look again at the date by going to "Select User(s) and Allow Resubmission", it's wrong. The start date is now 1900.
