verified on qa01 that the widget shows up and is functional:

Hey . This one seems to working ok on Mac, Chrome v49. Could you please test on a windows machine? saw the issue on Win 8.

I can reproduce on Mac with Chrome/Safari/Firefox against http://qa01-sakai.marist.edu/portal . May need to try trunk to confirm.
When you click on the date-time picker, the calendar does not open in Chrome,IE 11 and Firefox. It is a replica of issue SAK-20284
