Another question. Since the permission that triggers this behavior is in Content (aka Resources), should that also be a component on this ticket?

I can reproduce the problem and enclose the stack trace, in case it is helpful. Is this expected behavior and the only thing that could be improved is the error message? If so, I would consider this a minor priority.

1) Removed the "Read resources" permission from access.
2) Attempt to add an attachment to an assignment. You will get this error:
"Alert: Operation could not be completed at this time."
The message should be "You do not have proper permissions to add resources."
