Add includeLatestJQuery(String where) method to PortalUtils to return the code to include jQuery properly

Description

See https://sakaiproject.atlassian.net/browse/SAK-27780#icft=SAK-27780 for details. This will be used throughout portal and other code to properly load jQuery to insure we only load the right version of jQuery and to only load it once.
