Add localized role label support in site-manage

Description

Please refer the main issue to get detail information.

Attachment contains some screen snapshot to show the different view in different language environments.

This sample site has three role,
'access' with no customized description.
'maintain' with customized description (customized description.)
'.auth' with no customized role name and description in properties file.

IMPORTANT,
the 'access' role description in table 'sakai_realm_role_desc' should be null.

The patch is based on 2.9.x branch.
