Navigator does not display folder list for Mister Spock

Description

The Navigator does not populate data in some circumstances. Instead the user sees a spinning icon and the text 'Loading...'. One instance of this can be found here:

Results are not returned for both the site owner: 'spock', and for an administrative user.
