Hide actions for Forum topics until hover over it

Description

Problem: Owners of the forum can take action on a topic by visiting that topic's page, but the home page and forum page also displays these actions next to every topic in the topic list. This creates a lot of text on a page and makes it difficult to scan.

Proposed that these action options are revealed only when you hover over the topic area.

This is in our backlog to fix locally (CW-2997), but am posting it now in case others are thinking about something similar. Someone from Stanford will post as a contributed patch if we pursue it and link back to this when we are done.

Bulk closing issues that have not been updated since 2015 and earlier. Please reopen if this is still an issue and you have new information or if this is a feature you'd like to still have consideration for.

Hover to reveal topic controls
Topic Settings and other actions you can take on a topic would no longer appear next to every topic on the home page or Forum page, only after cursor hovers anywhere within the topic area (outlined in black here, but not shown).

By hiding these details until user is ready to take action, it becomes easier to read the topics.

The actions that are revealed by the hover will vary from version to version and page to page--for instance, later versions of Forums consolidate all but Topic settings under a More menu on the home page, but not the forum page.

Discoverability of hidden controls shouldn't be an issue since user is likely to think they need to click the topic to take action--as they move to do so, they will discover that they can take action from this page.

Mobile
Android and Safari for iOS users need to tap the topic title and go to the topic page where they could see actions like Topic Settings and Delete. Users on unnamed touchscreen devices would have to emulate the hover by clicking on the Topic title (at which point available actions would reveal themselves), then clicking again on either the title or the action. Because we think users would most likely be viewing topics on a mobile or tablet device, not changing settings or deleting them, we prefer the method described for Android and iOS; other devices would need to be added in code as desired, but these are the ones we tested locally.
