i18n date/time formatting and picking

Description

This patch contains:

  • Formatting of date and time

  • Date and time picker (jquery)

It has been tested by our QA and will go into production this summer.

MSGCNTR uses the new jQuery datepicker, this shouldn't be an issue anymore.
