Profile information should be display on a click rather than hovering

Description

In the forums tool there is an option to have people's profiles displayed inside the tool. This is done by having the profile displayed when the mouse hovers over a poster's name. On a thread with lots of people posting in it this can be very distracting as the mouse moves around or the page is scrolled lots of profiles tips appear and disappear.

The hover interaction also doesn't work well in a touch environment as hover events aren't generated.

r108751 - applied patch. Thanks! We've also decided this is appropriate for 3.0 so will be merging to 3.0.x.

Patch that fixes the behaviour. It also extracts the JavaScript code in a common file, rather than having it duplicated across multiple ones.
