Site Language does not work

Description

The site language function was introduced in Sakai 2.9.0. But it does not work for Mailsender because of the issue of the Sakai-RSF component. So it is needed to upgrade the component.

Steps to reproduce:
1. Move to Site Info.
2. Select 'Edit Site Information' -> 'Spanish (Spain)' as Site Language -> 'Continue' -> 'Finish'.
3. Move to 'Enviar correo' (Mailsender). Then it is not displayed in Spanish.

I updated to the latest rsf version rather than 0.7.5
