New Tool selection page does not remove tools when clicking the red 'x' in list of selected tools

Description

Using the new toolOrder.xml layout (config.sitemanage.useToolGroup=true), tools can be removed by deselecting the checkbox, but not by clicking the red "x" in the list of selected tools. Note that the change in
-r 129428 was an attempt to fix a similar problem with LTI tools on this page.

Verified as fixed on nightly2 (http://nightly2.sakaiproject.org:8082/portal/).

Created a course site and added all available tools. Removed all tools by clicking the 'x'. Note that I successfully added and removed "external tool" but it was not configured with an actual LTI capable tool.
