Test Plan:

-Instructor: Create multiple assignments with different peer review settings.
-Student: Submit assignments
-Student (either wait for peer review time to open, or just change the times as the instructor): Once peer review opens (it will take at most 5 minutes after the open time for the job to open the review), add a few reviews. Save, don't save, submit, jump back and forth between assignments, etc.
-Instructor: Make sure reviews are evenly distributed. You can see this on the Submissions page.
-Instructor (after review period): Check the reviews. Remove some, verify the grade calculations. Release scores.
-Student: Verify your grade and if you can see reviews or not.

Thanks for the patch. It is actually the same fix as SAK-25716, which slipped by me. I committed the changes

We applied this functionality to our 2.9.2 and found an issue editing old assignments that were already out of date. The peer-review-for-old-assignments.diff show the lines we had to protect to avoid that crash. I haven't tested in Sakai 10 and I don't know it sql migration script already avoids this crashes.
