Portfolio Site Type no longer available on nightly build

Description

The 'portfolio' site type is no longer showing up as an available site-type when creating a new Site, though it is still configured in sakai.siteinfo.xml. This may be related to the SAK-16600: Improve layout/organization of tools in site-info Verified changes. This may also be related to SAK-23560.

Combined logic from SAK22438 and SAK23560 which allows managing site creation permissions by site type with UM's multiple types. Also added context variables which pass all siteType lists to template. Tested by adding then removing each type permission from a maintain user (site.add.course, site.add.portfolio & site.add.project) and verifying display of same on Worksite Setup. Also verified courseSiteTypeStrings in sakai.permissions also allowed correct types to display per SAK23560.
