Can't edit tool title from My WorkSpace via Sites tool

Description

1. login against admin
2. Go to Sites, search '!user'
3. Drilldown on Site Id '!user', then Click on 'Pages' to Add/Edit pages
4. Drilldown on Page Id '!user-100', then Click on 'Tools' to Continue Editing
5. Choose one tool to edit, e.g. Drilldown on tool 'My Workspace Information Display'
6. Locate at 'Tool Configuation' section to modify Title and LayoutHints
7. Save successfully, but when recheck the !user Site again, note the tool's layoutHints is changed correctly, but tool title is not updated.
