Selecting 'Do not send to site participants - just archive them' does not update message on Email Archive page

Description

If the user selects 'Do not send to site participants - just archive them' for the email archive option, the message displayed on the Email Archive page still states:

Email sent to the following addresses will be archived and sent to participants:

The message should now leave off " and sent to participants"

To reproduce:
Enable Email Archive under Site Info -> Edit Tools
Click on Email Archive in the menu
Click on Options
Select 'Do not send to site participants - just archive them' under 'Send messages to'
Click Update Options

Email Archive page displays again with the static message
